Arlon Inc. develops and manufactures specialty silicone compounds, components and coated fabrics. This manufacturing process generates hazardous waste, which subjects the facility to requirements of Delaware’s Regulations Governing Hazardous Waste and the federal Resource Conservation and Recovery Act. Arlon Inc. is classified as a “large generator holding facility” for hazardous waste, including ammonium persulfate and copper (classified as a corrosive), xylene, naphtha, isopropyl alcohol, and silicone (used to coat glass and are classified as corrosives and flammables).

The Army Creek Landfill is a 47-acre abandoned sand and gravel quarry that was operated as a municipal and industrial waste landfill by New Castle County from 1960 through 1968. 1.9 million cubic yards of municipal and industrial waste were disposed of in the quarry, which have seeped into the aquifer that was used as a drinking water source for nearby communities. In 1971 residential wells showed signs of contamination. Eleven years later, on December 20, 1982 the former landfill site was proposed to the Superfund National Priorities List, which manages the most serious uncontrolled or abandoned hazardous waste sites requiring long term remedial action.
The Delaware City Refinery commenced operation in 1957 and has since processed a variety of crude oils at a throughput capacity of approximately 190,000 barrels of petroleum product a day. Production has included diesel, gasoline, jet fuel, fuel oil, aromatics, and methanol and propane fuels.
