RGGI (Regional Greenhouse Gas Initiative): Public Comments Needed by 10/10
On September 25th the Department of Natural Resources and Environmental Control, Division of Air Quality held a public hearing on a proposed amendment to 7 DE Admin. Code 1147– CARBON DIOXIDE (CO2) BUDGET TRADING PROGRAM (i.e., the RGGI program) Participating States of the Regional Greenhouse Gas Initiative (RGGI) conducted a program review process that lead to amendments to the Model Rule. The amendments included a change in the size and structure of the CO2 allowance cap as well as other program modifications. One of the proposed changes by RGGI Board is to lower the regional Co2 "cap" by 45%!
Now the State of Delaware just has to adopt the new RGGI model rule through regulations. This is a move our chapter strongly supports as a way to reduce hazardous pollution which has negative impacts on our health and our climate. We will need all supporters of clean air and clean energy to submit comments applauding the RGGI Board for their decision and expressing your support for the regulations, as we know the opponents who think we shouldn't be in RGGI at all are spreading false claims that RGGI is just a tax increasing electric bills and getting people to submit opposing comments.
