Public Hearing, Refinery Rail-to-Ship project, May 8 at 6 pm
NOTICE OF PUBLIC HEARING
The Department of Natural Resources and Environmental Control, Division of Air Quality, will conduct a public hearing on an application submitted Delaware City Refining Company (DCRC) to amend its Unit 15 Marine Vapor Recovery (MVR) System to allow for the capture and control of displaced vapors occurring during loading of crude oil from existing Piers 2 and 3 at the Delaware City refinery located at 4550 Wrangle Hill Road, Delaware City, DE 19706. The proposed amendment will allow DCRC to ship 45,000 barrels per day crude oil from its marine piers to the PBF Paulsboro, New Jersey Refinery.
The application indicates project related emissions as follows: NOx 5.7 TPY, SO2 21.3 TPY, CO 11.5 TPY, VOC 16.9 TPY, Pm/PM10/PM2.5 1.4 TPY, H2SO4 0.7 TPY, H2S 0.2 TPY, Pb 1.9 E -05 TPY and CO2e 73,800 TPY. The public hearing will be held at the Delaware City Library, 250 5th Street, Delaware City, DE on May 08, 2013 beginning at 6:00 p.m.
