Delaware Chapter of the Sierra Club would like to express our gratitude to Congressman Carney that he has co-sponsored H.R. 4017, the Smart Energy Act.  Our energy challenges in the United States are numerous and complex.  While there is tremendous potential for renewable energy to increasingly meet energy demand, we must also focus on reducing demand through energy efficiency measures.  H.R. 4017, the Smart Energy Act, is a strong step in this direction.  Its emphasis on Energy Performance Contracts is a proven way to reduce energy consumption in government buildings, schools, community centers and private buildings.  Its Loan Program for Energy Efficiency Upgrades on Existing Buildings insures that the upfront costs of energy efficiency upgrades are not a barrier to long-term energy savings.  We are encouraged that Delaware has taken a leadership role in this national policy, and offer our thanks.
